Lotteries are popular in many countries and are often used to raise funds for a wide range of projects. There are also a number of private companies that offer lottery services in addition to those operated by governments. These companies typically charge a premium on the base lottery price and offer various extra features such as scratch-off tickets, online games and instant tickets. Lotteries are generally not subject to the same level of regulation as other forms of gambling. The International Lottery in Liechtenstein Foundation (ILLF) is a non-profit organization that operates Internet lotteries and supports charitable projects domestically and internationally. It pioneered Internet gaming and processed the first online lottery transaction in 1995. In recent years the ILLF has expanded to include numerous websites under the LOTTO brand. Its LOTTO and PLUS brands have combined to become one of the world’s leading lotteries.

The state-owned company that runs Canada’s national lotteries is the Interprovincial Lottery Corporation, which comprises five regional lotteries owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut), and British Columbia Lottery Corporation (British Columbia). The monopoly on lotteries in Canada ends in September 2009 when a new national multi-province lottery will be launched. It is expected that the new lottery will be based in Quebec City.

While many people like to play the national lotto, others prefer to take part in the local or municipal lottery. In the US, state and local government-run lotteries are legal, but private businesses operate a variety of other games known as sweepstakes and instantaneous prizes. These games usually involve answering questions or completing a short task for a prize. Many of these games are illegal in some jurisdictions.

The cat may be dead, but the lucky numbers that represent it in Laos are not, say sources who participate in the country’s thrice-weekly national lottery. They say lottery officials rig the system by manipulating numbers that appear on purchased tickets during the drawing process. Earlier this year, for example, the number 509 disappeared from tickets sold throughout the day of the drawing after large numbers of Laos players sought to select it. Lottery official Vilasack Phommaluck told RFA that such behavior is outside his committee’s authority, but that it could be reduced if the drawings were shown live and that numbers would only appear on tickets that have been purchased.
