Officials are attempting to restore trust by cutting the number of drawings from two to one and handling winnings more transparently, sources told RFA’s Lao Service. The office of prime minister Thongloun Sisoulith sent a directive asking the Ministry of Finance, which oversees the country’s legal state lottery, to work with public security to solve the problem. The directive also ordered the steering committee to reduce the frequency of lottery drawings from two to one per week, close informal football lotteries and ban lottery chances purchased via short messaging services.
Private business interests that run the lottery include family members of the country’s ruling elite, a former government official who once served on the lottery’s steering committee told RFA. He said he would like to see the state take back control of the lottery. He said the companies are not transparent about how much they pay to the state and that no one inspects the lottery’s operations.
A Lao lottery player meanwhile complained that she couldn’t trust the system. She said she’d bought a ticket with the number 509, which was drawn Oct. 14 this year, but the digit disappeared from the purchased ticket during the drawing. She said the 09 should have been marked as missing because it is considered unlucky in Laos.
