This increased the demand for Internet-based lotteries, which were a natural extension of traditional land-based lotteries. Many companies now offer online lotteries, with GTech Corporation claiming to have 70% of the world market.

Laos Lottery

The national lottery in communist Laos is widely criticized for its manipulation of winning numbers, sources in the country say. The number 09, for instance, appeared only as 5 on tickets sold throughout the day of a recent drawing, and was changed only 10 minutes before the event, a source told RFA’s Lao Service. The tiniest change can make the difference between winning and losing, they said.

Laos’s ruling elite have business interests that are staked in the lottery’s operations, the source told RFA. They include relatives of Lao leaders, including former Prime Minister Thongsing and former President Khamtay Siphandone. The company that operates the lottery, known as the National Lottery Authority, is a subsidiary of a private firm with connections to the country’s ruling elite. The firm does not disclose how much it pays the state annually for the concession. It is not clear whether this is enough to cover the cost of the lottery’s activities.
