But winning numbers sometimes disappear from purchased tickets, and supposedly unlucky numbers are given preference in the drawing. For instance, the number 509 appeared only as a “5” on tickets sold throughout the day of the Oct. 14 lottery drawing, even though it was associated with the buffalo, a symbol of good luck in Laos.

Those behind the operation say they are merely trying to recover the cost of building public infrastructure. But the allegations of rigging have fueled anger among lottery enthusiasts. Some say the private interests should not be responsible for the national lottery, which is supposed to be 100 percent managed by the government.
