Some governments may also impose additional requirements on the winnings, including reporting requirements and minimum payment obligations.

In Laos, the national lottery is managed by business interests with close ties to the country’s ruling elite. Some of these companies have been accused of rigging the lottery. For instance, on Oct. 14 this year, the winning number 509 appeared only as 5 on tickets sold throughout the day of the drawing. This change only occurred after large numbers of people tried to buy tickets that included this number, a source told RFA’s Lao Service.
