Lotteries are popular forms of gambling wherein the players place a bet and if they match the winning numbers, they receive a prize. A state official speaking on condition of anonymity told RFA’s Lao Service that some of the businesses responsible for the lottery have been run by families of former prime minister Thongsing and current president Khamtay Siphandone. Moreover, the winning numbers for the lottery’s drawing, which takes place three times each week, often appear on tickets sold throughout the day of the drawings and are then discarded by buyers after the lottery draws. For example, the number 509 in the recent drawing on Oct. 14 appeared only as 5 on purchased tickets, and the number 67 is widely believed to be unlucky in Laos.

Generally, when purchasing a ticket you must sign your name on the back of the ticket and present it before the drawing to validate your ticket. Winning tickets are void if stolen, mutilated, illegible, altered or defective. In addition, a prize claim must be filed within 6 months/one year from the date of the drawing.

If you buy a lotto ticket at a store, the retailer will have a machine that they can run your tickets through to see if they are a winner. If you are lucky enough to win, they will give you a smaller ticket that has your winning numbers. You can then claim your prize by presenting your winning ticket and proof of identity at the Maryland Lottery headquarters. If the prize value is more than $600, you must also submit your social security number or federal tax ID and a picture ID to process the claim. You may also redeem your ticket at any Expanded Cashing Authority Program (XCAP) retailer.
