While it is legal to play the lottery in Laos, questions have arisen over whether the government is rigging the game. Sources tell RFA’s Lao Service that lottery officials are manipulating the results of the drawings to avoid paying out large prizes. For example, in the last drawing on Oct. 14, the lucky number 09 vanished from tickets sold throughout the day. Previously, the number 509 had appeared only as a 5 in the drawing. This number is regarded as unlucky in Laos. The officials deny rigging the game, but say changes are being made to restore faith in the lottery.
