In one case, the number 509 appeared on tickets sold throughout the day of a drawing only to be changed 10 minutes before the drawing to 5, a source said.

While gambling is technically illegal in the country, there are Special Economic Zones where it is permitted. This has led to the proliferation of online gambling operators that accept players from Laos, who can take advantage of these sites without risking prosecution.
