Cheng Saephan, 46, is a Lao immigrant who won the Powerball jackpot in Oregon earlier this month. He will receive a lump sum payment of about $422 million after taxes. He said he picked the number 134 because it is associated with a buffalo, a symbol of luck in his homeland. He will share the jackpot with his wife and a friend who chipped in $100 to buy the winning ticket at a Plaid Pantry convenience store in Portland.

A caller to RFA’s Lao Service suggested that business interests in Laos have a stake in the national lottery, which is leased out to private companies for annual fees. Those interests are not transparent, the caller added. “I hope the government resumes control of the lottery,” he said. “These businesses should not be responsible for the national lottery because they can’t be trusted.” The caller also noted that the companies involved in the lottery have connections to the country’s ruling elite.
