Suspicions were raised when the number appeared in three consecutive drawings.

A spokesman for the Finance Ministry said that government officials are trying to restore faith in the game. The spokesman added that changes were made to the drawing process after questions were raised about the integrity of the lottery. He also promised that the government will take measures to prevent the occurrence of fraudulent activities.

Lottery operators must be licensed at the local level in order to operate legally. The Australian Lottery is operated by the Tatts Group under a government licence in each State and Territory. The national lottery in Canada is operated by the Interprovincial Lottery Corporation, a consortium of provincial and territorial governments.
