Lotteries are games of chance in which players compete for prizes ranging from cash to goods and services. In Canada, buying a ticket in the Irish Sweepstakes was illegal until 1967, when the Liberal federal government introduced a special law (an Omnibus Bill) that brought up-to-date a number of obsolete laws, including one concerning lotteries. This was done under the leadership of Prime Minister Pierre Trudeau.

Currently, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, which is a consortium of regional lotteries owned by their respective provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, Nunavut).

Two people will split Thursday’s VND314.1 billion ($12.4 million) Vietlott jackpot following a drawing in Ho Chi Minh City, Vietnam’s state-run lottery company announced. The winning numbers were 134 and 67.

At a news conference on Monday, Cheng Saephan, 46, said he and his wife Duanpen will take half of the prize money, while the other half will be divided between himself and a friend who chipped in $100 to buy a batch of tickets. The pair are members of the Iu Mien community, a southeast Asian ethnic group with roots in southern China who fled Laos for Thailand and then the United States during the Vietnam War.
