A Laotian immigrant’s luck in winning a huge lottery prize is raising awareness about the Iu Mien ethnic group, many of whom settled in Oregon after fleeing from Laos and Thailand during the Vietnam War. Forty-six-year-old Cheng Saephan spoke at a news conference wearing a bright blue sash emblazoned with the words “Iu Mien USA.” He and his wife, Duanpen, will split a lump sum payment of about $422 million dollars after taxes. The couple hopes to use some of the money to help people suffering from cancer, and for education and social services in their community.

The Canadian Lottery was established in 1967 as part of an Omnibus Bill by the Liberal government of Pierre Trudeau to bring a number of outdated laws into the 21st century. Prior to that lottery games were considered illegal in Canada, even though Quebec and Manitoba had legalized them. The federal government decided to allow provincial governments to operate a system similar to the Irish Sweepstakes. The first draw was held on June 30, 1968, and was a great success. It raised more than $800,000 for the city of Montreal, which was largely spent on the World’s Fair and the new subway system.

Currently, the Interprovincial Lottery Corporation operates four nationwide lotteries in Canada: Lotto 6/49, Lotto Max (which replaced Lotto Super 7 in September 2009), Daily Grand and Millionaire Life. The corporation is owned by the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario) and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon Territory, Northwest Territories, Nunavut). It also has an international presence with the Isle of Man Lottery and a franchise in the Philippines.
