PORTLAND, Ore. — A 46-year-old immigrant from Laos has won the Powerball jackpot for $1.3 billion dollars in Oregon, the state lottery said. The winning ticket was purchased at a Plaid Pantry convenience store in Portland. The winner, Cheng Saephan, said he and his wife would take half the money, while a friend will get the other portion. He said he and his wife plan to use some of the money for business and education. The lottery announced the win Monday at a news conference.
