Lotteries are games of chance that offer prizes to players based on the number of tickets purchased and the winning combinations of numbers drawn. The winnings from these games are distributed to community organizations and charities through the Lottery Grants Board. The New Zealand government does not tax lottery winnings.
Lao lottery officials are rigging the system by manipulating winning numbers, sources in the communist nation tell RFA’s Lao Service. Drawings are often disrupted by a mysterious “unlucky” number that suddenly appears on purchased tickets. For example, the winning number in the Oct. 14 drawing was 509, but it appeared only as a five on tickets purchased throughout the day of the drawing. The number then disappeared from the ticket until 10 minutes before the draw.
Officials also charge hefty commissions to retail agents who sell the tickets and to the banks that process payments. In addition, the lottery system has a large number of unofficial operators that make money by selling tickets on behalf of the state and charging a premium on the base price. These unauthorized sellers have led to allegations of fraud and corruption. In the wake of these scandals, some lawmakers have called for a review of the lottery system.
