Lotteries are a form of gambling in which numbers are drawn to determine the winner. The $1.3 billion Powerball jackpot won by Cheng Saephan of Oregon last month has raised awareness of Iu Mien people, a southeast Asian ethnic group whose members helped American forces during the Vietnam War and then settled in the U.S. The 46-year-old immigrant wore a bright blue sash emblazoned with “Iu-Mien USA” at his news conference, and spoke of how the money will change his life. He also said he would donate some of the money to help fellow Iu Miens in need. Saephan bought his ticket at a Plaid Pantry convenience store in early April, and he has a year to claim the prize.
