A source close to the communist country of Laos told RFA’s Lao Service that lottery officials in the capital Vientiane are rigging the lottery, manipulating winning numbers to avoid large pay-outs. The source said that during the national drawing on Oct. 14, this year, the number 09 disappeared from purchased tickets before being restored shortly before the drawing began. The number was a popular choice among buyers because it is associated in Laos with the buffalo, which is a symbol of good fortune.

Some sites allow players to choose their own numbers and purchase tickets online, but the legality of these websites is a matter of ongoing debate.
