A man from the southern province of Chon Buri won a $1.3 billion Powerball lottery prize in April, becoming the first person from that country to do so. The winner, Cheng Saephan, is an ethnic Iu Mien, a minority group that fled Laos in the 1980s after helping American forces during the Vietnam War and settled in Thailand. The man has not yet received his winnings, however. In addition, he has been unable to find his original ticket, which could mean that he does not have a valid claim for the winnings. In the meantime, he has deposited his winnings with a bank in Chon Buri. He hopes to have his winnings in hand by the end of the month. He also is donating his proceeds to charity.
