Laos state officials are rigging the country’s lottery by changing the number of the winning prize, sources in the communist nation say. For example, on Oct. 14 this year, the winning number of the national lottery was 509, but access to that number was blocked on tickets sold throughout the day of the drawing, a source in Vientiane told RFA’s Lao Service. The same source said that business interests that manage the lottery have links to top government officials, such as former Prime Minister Thongsing Thaksavane and former president Khamtay Siphandone.
