Lotteries are gambling games where numbers are drawn to determine a winner. The winners then receive a prize, which could be cash or goods. Generally, the prizes are of minor value, but some large jackpots have been won. Some governments regulate and manage state-run lotteries while others allow private companies to operate independent lottery games. In some countries, the winnings are taxed, while others do not. The first lottery was run in France by King Francis I in or around 1505 after the French government had forbidden lotteries for two centuries. During that time, there were many illegal lotteries in cities and towns. However, in the 19th century, lottery games became legalized and regulated by most states. Today, the majority of lottery revenues are generated by state and national lotteries. Private lotteries are also legal in some countries, but they are less common.

In Canada, lottery play was illegal until 1967 when the federal Liberal government introduced a special law (an Omnibus Bill) intended to bring up-to-date a number of obsolete laws. Montreal Mayor Jean Drapeau was able to capitalize on this opportunity by proposing a “voluntary tax” that would require people who bought tickets to answer four questions about Montreal in order to win a prize. This was not a true lottery because the prizes were silver bars rather than cash and the winners were selected in a competition, not by random selection.

Currently, there are four nationwide lotteries in Canada: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, and Yukon), and the Canadian Multi-State Lottery Association (CMULA). All of these organizations are owned by provincial or territorial governments. In addition, the CMULA operates a centralized system for online lottery sales.

In Laos, a state official speaking on condition of anonymity told RFA that private business interests are responsible for the country’s national lottery and that the government has not been able to get those businesses to stop manipulating the results. For example, he said, on Oct. 10 the winning number was announced as 134, but was later changed to 662. This manipulation is not only illegal, but it undermines the credibility of the entire lottery operation.
