While the Laos government has promoted lotteries as an economic activity consistent with socialist goals, the practice has been plagued by mismanagement and corruption. In this talk, Professor Charles Zuckerman will explore the history of Laos lotteries and what they mean for people on the ground.

In his discussion, Zuckerman will highlight the importance of a cultural context for understanding how lottery players engage with the game. He will use ethnographic research in Luang Prabang to show how the lottery game is shaped by local perceptions of value, money, and power. He will also describe the many ways in which lottery numbers are used by people on the ground to make meaning of their lives. These findings will contribute to a deeper understanding of the nature of lottery games and their place in modern societies. In addition, he will discuss how the mechanics of the lottery game can shed light on state enterprise in Laos more generally. During his time in Laos, Zuckerman has interviewed lottery players and shop owners, and observed how they interact with the system. He has also conducted interviews with a range of other stakeholders, including local politicians and journalists. This work is part of an ongoing project to document the social and political impacts of lotteries in Laos.
