While the lottery has a long and rich history, it can also be problematic. In the present, a significant proportion of its revenue is spent on administrative expenses and marketing. It is difficult for governments to regulate this business and prevent graft. It is therefore crucial to understand how the lottery industry works and what it means for citizens.

Laos has a complicated relationship with gambling. While it is illegal to gamble in most places, there are a few exceptions. For instance, the lottery is allowed in special economic zones. However, the country is a poor, developing country, and it is hard to regulate the industry. Nevertheless, the lottery has become one of the most popular forms of gambling in the country.

This talk explores the political, economic, and moral history of Laos’s lottery system since 1975. It will consider how the lottery was rationalized as an economic activity consistent with socialist goals and what it reveals about state enterprises in Laos generally. It will also examine the many things that playing the lottery, choosing numbers, and winning meant for people on the ground. It will draw on ethnographic research in Luang Prabang from 2013-2016. The talk will be presented in English.
