Illegally sold foreign lotteries have been causing problems in Laos as they lure people into habitual gambling, Finance Minister Bounchom Ubonpaseuth has told lawmakers. He said authorities should invest in a system to trace those involved in the illegal lottery sales. He added that a committee had been formed to address the problem.

However, he noted that it was difficult to tackle the issue because it took place online. In addition, he said that it was not clear how many individuals and companies were involved in the illegal activity.

Nevertheless, the minister urged people to buy official lottery tickets from reputable retailers. Buying lottery tickets from private sellers could lead to fraudulent activities, he added. He also called on the relevant sector to cooperate with the police in fighting the illegal selling of foreign lotteries.

The state-owned Loterias y Apuestas del Estado is responsible for conducting the country’s national lotteries and has the authority to set its prize payouts. The company has close ties with the country’s ruling elite. Some of its shareholders are members of the families of senior government officials, including Prime Minister Thongsing and former President Khamtay Siphandone. The company is also believed to be paying large sums in concession fees to local business interests. This has caused the public to be skeptical about the fairness of the lottery’s operations.
