In Laos, state lottery officials have criticized private business interests that manage the lotteries, saying they are not transparent about how they conduct their operations. He added that the companies pay the government for the right to sell tickets, but no one checks whether the company is operating properly. As a result, he says, ticket sales have dropped sharply during the coronavirus pandemic and are far below pre-pandemic levels.
