For example, the number 509 was declared a winner in an Oct. 14 drawing but disappeared from tickets sold throughout the day of the drawing, sources told RFA’s Lao Service. These incidents have led to increased concerns about the integrity of the lottery system in the communist nation. In the wake of these allegations, sales have been dropping and revenues are declining.
