In Laos, government officials are rigging the national lottery system to avoid large pay-outs, sources in the communist nation say. The drawing results of the lottery, which takes place three times a week, are often inconsistent. The winning number, for example, may vanish from purchased tickets or appear as a different number altogether. In one case on Oct. 14 this year, the number 09 was listed on purchased tickets for the drawing but changed to 134 only 10 minutes before the draw.

In New Zealand, the lottery is controlled by an autonomous Crown entity called Lotto New Zealand, which replaced the country’s original national lotteries. Lottery proceeds are distributed to a range of community and sporting organizations by the Lottery Grants Board. In addition, the foundation operates the world’s first Internet lotto, PLUS Lotto, and was among the pioneers of Internet gaming, processing the very first online lottery transaction. The company also offers instant games and keno, as well as traditional lottery-style games like the Lotto.
