But in August, the office of Prime Minister Thongloun Sisoulith issued a directive instructing the Ministry of Finance—which oversees the country’s legal state lottery—to work with the Ministry of Public Security to crack down on the problem. The directive says the number of lottery draws must be reduced from two to one a week, and that winnings must be handled in a more transparent manner. In addition, informal football lotteries and lottery chances purchased via short messaging service will be shut down.

The lottery is a form of indirect taxation and is widely used in many countries. It is especially popular in Europe, where it is called the EuroMillions. It is managed by the Camelot Group and has become one of the most popular lotteries in the world. Its prize pool is the second largest of any European lottery, behind only the German Bundeslotterie.
