Laos officials are rigging the country’s legal state lottery system by manipulating winning numbers, sources in the Southeast Asian nation tell RFA’s Lao Service. The number 09 has appeared as the winning number in recent drawings, but has been ruled out by many buyers because it is associated with buffaloes and symbolizes good fortune, the sources say. They add that other numbers appear only on purchased tickets for a brief period during the day before a drawing, then disappear when the draw is scheduled to take place.

A source close to the Lao state lottery administration told RFA that business interests with a stake in the lottery’s operations include members of the ruling elite. The company in charge of distributing winnings to lottery players is owned by a family of a top official, the source says.
