Laos has a legal state lottery, but critics say the system is being rigged. Drawings often show numbers that vanish from purchased tickets, and the winning numbers are influenced by the purchasing habits of officials who have a stake in the lottery’s work, a source told RFA’s Lao Service on condition of anonymity.

Officials have responded to concerns about the lottery’s integrity by ordering a review of its operation. The office of Prime Minister Thongloun Sisoulith sent a directive to the ministry that oversees the lottery on Aug. 17 calling for the reduction of the number of drawings to one a week and for it to handle winnings in a more transparent manner.
