Lottery games have become increasingly popular as the Internet has become more and more accessible. While a lottery is generally considered a form of gambling, some countries have legalized it and regulated it to the extent that winnings are paid out in cash. In the United States the lottery is largely run by state governments, although private companies may operate keno or video lottery terminals (VLTs) in some jurisdictions. In addition, many US state lotteries are backed by the federal government and provide public education systems with a significant portion of their revenue.
The Lao government has taken steps to crack down on alleged state lottery corruption, but officials say they are having trouble implementing the measures. The communist nation’s state lottery system has long been criticized for its lack of transparency, and recent reports have surfaced of officials manipulating drawings to avoid large payouts. A caller to RFA’s Lao Service alleged that business interests with a stake in the lottery’s work include members of the country’s ruling elite. The caller said he hopes the government will take back control of the lottery.
