Lottery games have become increasingly popular as the Internet has become more and more accessible. Various web sites offer the ability to play lottery-style games online, often for free or with premiums added on top of the base lottery price. These premiums are generally paid through advertisements or a percentage of the winnings, rather than through direct ticket sales. GTech Corporation, based in West Greenwich, Rhode Island, is one of the leading providers of such services.

While a lottery is generally considered a form of gambling, some countries have legalized it and regulated it to the extent that winnings are paid out in cash. This is true of New Zealand, where the national lottery is operated by an autonomous Crown entity called Lotto New Zealand, and profits are distributed by the Lottery Grants Board to a variety of community groups and charities.

The Canadian government also operates a nationwide lottery. Its five regional lotteries are owned by the provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Alberta, Northwest Territories, Yukon), and British Columbia Lottery Corporation (British Columbia).

In the United States the lottery is largely run by state governments, although private companies may operate keno or video lottery terminals (VLTs) in some jurisdictions. In addition, many US state lotteries are backed by the federal government and provide public education systems with a significant portion of their revenue.

The Lao government has taken steps to crack down on alleged state lottery corruption, but officials say they are having trouble implementing the measures. The communist nation’s state lottery system has long been criticized for its lack of transparency, and recent reports have surfaced of officials manipulating drawings to avoid large payouts. A caller to RFA’s Lao Service alleged that business interests with a stake in the lottery’s work include members of the country’s ruling elite. The caller said he hopes the government will take back control of the lottery.
