In Laos, state-run lottery officials are rigging the system by manipulating winning numbers to avoid large pay-outs, sources in the communist country tell RFA’s Lao Service. In one example, the winning number 509 appeared as 5 on purchased tickets throughout the day of a drawing but suddenly disappeared from the screen just hours before the drawing was scheduled to take place, a source in Vientiane said.
A government official speaking on condition of anonymity echoed this sentiment. He said that the companies responsible for running the national lottery are mostly run by members of the ruling elite, and he questioned whether these interests should be in charge of a public service. He added that the government should resume control of the lottery, which is currently managed by business concerns.
