Playing the Lottery Online in Canada

Lottery is a form of gambling that involves drawing numbers to determine a winner. The prizes may be cash or goods. Some governments regulate it while others prohibit it. The lottery is a popular source of entertainment and has been around for centuries. Its popularity has risen since the advent of computer technology. Many people enjoy playing online lottery games and a growing number of companies are offering services for this purpose. This has increased the competition and has resulted in lower prices.

In Canada, a national lottery was first introduced in 1967 when the federal Liberal government of Pierre Trudeau sponsored a bill (called an Omnibus Bill) that was intended to update a number of outdated laws. The bill included a new clause that made buying a lottery ticket legal. The provincial and territorial governments could then create their own lotteries within this legal framework.

These new lotteries were designed to compete with the existing private lottery operators and to attract a broader audience of players. The new lotteries were also designed to generate significant profits for the provinces and territories. They were not required to contribute their profits to the federal government.

Today, there are four nationwide lotteries in Canada: Lotto 6/49, Lotto Max, Daily Grand, and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions owned by their respective provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Manitoba, Yukon, Northwest Territories, and Nunavut), and British Columbia Lottery Corporation (British Columbia).

In Laos, meanwhile, business interests with connections to the ruling elite have been controlling state-owned lottery operations. These businesses reportedly pay the government an annual fee for their concession, but they do not report their revenues and nobody oversees how they operate. Earlier this month, the office of Prime Minister Thongloun Sisoulith sent a directive requesting that the Ministry of Finance—which oversees the country’s legal lottery system—work with the ministry to better manage the problem. The directive calls for the number of drawings to be reduced and winnings to be handled more transparently. The directive also calls for the illegal football lotteries and lottery chances purchased by mobile phone to be closed down. RFA’s Ounkeo Souksavanh and Bounchanh Mouangkham contributed to this report. It was edited by Richard Finney.
