The lottery is a popular form of gambling in which players win a prize based on the random selection of numbers. The prize may be money, goods, or services. It is most commonly operated by state and provincial governments, although there are also private lotteries. It is also a common method of raising funds for charity. In Canada, before 1967 buying a lottery ticket was illegal. However, that year the federal Liberal government introduced a special law—an Omnibus Bill—to bring up to date a number of obsolete laws, including the one that made it legal to purchase a lottery ticket.
Lotteries in Canada are regulated by provincial or territorial lottery commissions. Each province and territory operates a separate lottery, but they are part of a national system administered by the Interprovincial Lottery Corporation. This consortium consists of the Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Yukon, Northwest Territories, and Nunavut).
The Interprovincial Lottery Corporation also operates several Internet lotteries for its members. Its Internet division pioneered online gaming, having launched the first Internet lotto in 1995 and processed the first lottery transaction online in 1997. Its brands include PLUS Lotto, the world’s first Internet-based lottery, and Instant Millionaire. The company also supports charitable projects and organizations domestically and internationally.
A former state official, who requested anonymity, said the majority of companies responsible for the country’s lottery operations have connections to the ruling elite. He did not elaborate on the nature of these connections or how much the companies pay the government for their work.
For many impoverished Vietnamese people, selling lottery tickets is the only way to make a living. They work long shifts, from early morning to late evening, to hawk their tickets throughout Saigon. On good days a seller can earn up to 230 000 VN-Dong, about 10 US-Dollars. For a pregnant mother like Huong and her husband, who are living on a meager salary, this is just enough to cover their basic expenses. But on bad days the amount drops. On average, a ticket seller sells 180 tickets per day. Huong’s son, Manh, usually accompanies her during her 16-hour shift. The pair eat a small breakfast of rice and vegetable soup, then hit the streets of Saigon.
