Canada is one of the only jurisdictions where a provincial/territorial government can legally operate a national lottery.

There are also a number of private lotteries in Canada. One such lottery is the Quebec Instant Lottery, which has been in operation since 1993. Another is the Canadian Multi-Lotto, which has been in operation since 2000 and features a variety of games including the Canadian MegaMillions, Canadian SuperMillions and Powerball. The Canadian Multi-Lotto also has a free game called the Lucky 5s that allows players to select five random numbers from a pool of nine.

In the United States, there are numerous state-based lotteries as well as commercial operators that offer Internet-based lottery games. GTech Corporation, based in West Greenwich, Rhode Island, operates the Internet Lottery System, a network of sites that sells state-based lotteries as well as instant scratch-off tickets. The company also offers mobile applications for the games.

In Laos, the country’s communist regime is accused of rigging the nation’s legal state lottery. Sources told RFA’s Lao Service that officials have been manipulating winning numbers to avoid large pay-outs. For example, on Oct. 14, the winning number of the lottery was announced as a randomly generated five-digit number, but shortly afterward that number disappeared from purchased tickets.
