Lotteries are not the only type of gambling that is legal in Laos. The country also has a number of casinos, which are operated by government-owned enterprises and private companies. The national lottery in New Zealand is a crown entity that is responsible for managing the country’s national lottery. Its profits are used to fund charities and community organizations. In addition, the lottery funds a number of statutory bodies such as Sport and Recreation New Zealand, Creative New Zealand, and the Film Commission. In total, the government has allocated over NZ$5 billion to these agencies from lottery profits since 1987.

At a news conference on Monday, Cheng Saephan, 46, of Portland, Oregon, wore a sash that identified him as Iu Mien, a Southeast Asian ethnic group with roots in China. Tens of thousands of Iu Mien families fled to Thailand as refugees during the Vietnam War, and many later settled in the United States. The Portland area has a large Iu Mien community, with a Buddhist temple, a Baptist church, social organizations, and businesses.

Saephan said that he and his wife, Duanpen, will take half of the winnings. The rest will go to a friend who chipped in $100 to buy the tickets with them. He urged the government to resume control of the national lottery. “The private business interests shouldn’t be responsible for it because they can’t be trusted,” he told RFA. “The lottery should be 100 percent managed by the government.”
