Lotteries are games of chance where the prize money is determined by the drawing of numbers. They may be operated by governments, private companies or charitable foundations. These are operated by the Interprovincial Lottery Corporation, a consortium of the five regional lotteries in Canada owned by their provincial/territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Loto-Quebec (Quebec), Western Canada Lottery Corporation (Manitoba, Saskatchewan, Yukon, Northwest Territories and Nunavut) and BC Lottery Corporation (British Columbia). The Canadian federal government has no control over lotteries.

In Liechtenstein, lottery revenue is distributed by the government through an autonomous Crown entity called the Lottery Agency, which distributes its allocations to charities and community organisations. Lottery profits are used for a wide range of purposes, including education, health care and cultural development. The Lottery Agency operates a variety of lottery games, including instant scratch cards.

Lotteries in Australia are operated under a government license at a state or territory level by a number of different entities, including private sector companies and public-sector corporations. The major lotteries in Australia are operated by Tatts Group, which operates a range of products including the Australian Lottery, Lucky Lotteries, and Keno. The company also supports online lottery sales through licensed re-sellers.

The recent Powerball lottery win by Cheng Saephan has sparked speculation that the winner is from the Iu Mien, a Southeast Asian ethnic group that originated in China. During the Vietnam War, the CIA recruited Iu Mien to provide intelligence and surveillance along the Ho Chi Minh Trail in Laos and Cambodia. They assisted American forces in destroying the North Vietnamese supply routes. After the conflict, the Iu Mien fled to Thailand and then settled in the United States. They now make up a significant percentage of the population in Oregon, where Saephan lives.
