Lotteries are government-sponsored games where participants have the chance to win a prize by matching a combination of numbers. The prize money can range from cash to goods and services. There are several ways to play a lottery: in person at a retail outlet, through a mail-in subscription or over the Internet. Lottery games are regulated by law, but the rules and regulations vary by jurisdiction. Some jurisdictions prohibit the sale of lottery tickets, while others have no restrictions. Some jurisdictions also regulate the type of prizes that can be awarded.

In New Zealand, the national lottery is operated by Lotto New Zealand, an autonomous Crown entity responsible for overseeing the nation’s lotteries and distributing its profits to community and charity organizations. It operates four nationwide lotteries: the Lotto, Lotto Max (which replaced Lotto Super 7 in September 2009), Keno and Instant Kiwi scratch card games.

The state lottery of Liechtenstein, the International Lottery Foundation (ILLF), pioneered Internet gaming and processed the first online ticket purchase ever. It currently operates several websites referred to as the ILLF brands and offers instant scratch card games, including PLUS Lotto. The ILLF supports charitable projects and organizations domestically and internationally.

In Laos, the legal status of gambling is complicated. It is illegal in all but a few Special Economic Zones, which are usually leased by the government to boost foreign trade. However, players from Laos can play at numerous offshore online casinos without risking getting caught.

Lottery officials in communist Laos are rigging the nation’s national lottery system, manipulating winning numbers to avoid large pay-outs, sources told RFA’s Lao Service. Drawings of the national lottery three times a week often show numbers that vanish from purchased tickets or are deemed unlucky and unlikely to be chosen. For example, the winning number in the Oct. 14 drawing was 509, but that number disappeared from the list of available numbers on purchased tickets throughout the day before the drawing. Access to that number was restored only an hour before the drawing, the source added.
