In addition to providing state revenue, lotteries serve as a public service, offering free tickets to seniors, persons with disabilities, and children. They also provide education and training opportunities for employees, promote the importance of responsible gambling, and support community-based projects. Most states also require lottery revenues to be used for gambling addiction prevention programs.

Some lotteries are run by government-owned companies, while others are private enterprises that sell tickets and manage the prizes. Those that are privately owned may be run by wealthy individuals or families. The most successful of these private lotteries are those that sponsor charities and other worthwhile causes. One such lottery is the National Lottery in the United Kingdom, which has more than 20 million active players and raises more than £2 billion a year for good causes. Its operator is the Camelot Group, which also operates EuroMillions on a pan-European basis. Other popular lotteries include the National Lottery in Australia, which has State and Territory-based games operated by Tatts Group and the Health Lottery.
