But the communist country’s lottery officials have been rigging the system by manipulating winning numbers, sources in the capital Vientiane tell RFA’s Lao service. For example, the number 509 won a prize in an Oct. 14 drawing, but the number vanished from purchased tickets. The office of Prime Minister Thongloun Sisoulith sent a directive requesting the ministry to work with the Ministry of Public Security to address the issue. It also ordered the reduction of state lottery drawings from two to one a week and urged officials to better manage the handling of winnings. In addition, the directive said, informal football lotteries and lottery chances purchased via short messaging services should be closed down.
