In Laos, the official state lottery is run by the Ministry of Finance. But the communist country’s lottery officials have been rigging the system by manipulating winning numbers, sources in the capital Vientiane tell RFA’s Lao service. For example, the number 509 won a prize in an Oct. 14 drawing, but the number vanished from purchased tickets. The office of Prime Minister Thongloun Sisoulith sent a directive requesting the ministry to work with the Ministry of Public Security to address the issue. It also ordered the reduction of state lottery drawings from two to one a week and urged officials to better manage the handling of winnings. In addition, the directive said, informal football lotteries and lottery chances purchased via short messaging services should be closed down.

Laos is a landlocked, mountainous country with a tropical climate. The capital city, Vientiane, is home to a population of more than 1.2 million people. The country is primarily Buddhist, with 66% of the population adhering to the Theravada school and only 0.5% being Christian or Muslim. The rest of the population is animist or adheres to various other religions. The majority of the country’s workforce is employed in agriculture or in the informal sector. Other occupations include government workers, manufacturers and miners. The most significant source of income for many families is the sale of lottery tickets. In Laos, the government collects lottery revenue from ticket sales and reinvests it in social programs and infrastructure development. In addition, the lottery is a vital source of employment for some migrant workers and provides income to poor households. In addition, a percentage of lottery proceeds is used to fund education in the country. Despite these contributions, the lottery remains a controversial form of gambling, particularly among young people. Moreover, the state’s lottery commission has been accused of allowing corrupt practices and misleading advertising to continue in spite of numerous lawsuits.
