Since then, the Lottery has contributed millions of dollars to the war effort. Lottery revenues have also helped fund the construction of roads, bridges, and hospitals in northern Vietnam.

A spokesman for the Lottery said the company’s business operations are subject to strict regulation. He also said he did not know the name of the person who won the $2.5 million jackpot. But he did say that the winning ticket was purchased by a Vietnamese man from Ho Chi Minh City.

The winner’s name was not released because he has not opted to receive his prize. In addition to a full name, the winning ticket must be presented to Maryland Lottery headquarters for validation and verification. The ticket must be presented along with proof of age and a social security number or federal tax ID number. Winning tickets with a value of more than $600 may be redeemed at any retailer that participates in the Expanded Cashing Authority Program.
