Lotteries are state-sponsored, regulated games that award prizes to people who buy tickets. Prizes can range from a few hundred dollars to large sums of money. The national lottery in the communist state of Laos is rigged and manipulating winning numbers to avoid large pay-outs, sources in the capital Vientiane told RFA’s Lao Service. Drawings of the national lottery – held three times each week – often show numbers that disappear from purchased tickets. For example, the number 509 — which is associated in Laos with the buffalo, a symbol of good luck — appeared only as five on tickets sold throughout the day of Oct. 14’s drawing.

Other problems include unlicensed sales of lottery chances over short messaging services and informal football lotteries, which are also not regulated by the government. In response to these complaints, the office of Prime Minister Thongloun Sisoulith sent a directive on Aug. 17 requiring the Ministry of Finance to work with the Ministry of Public Security to better manage the lottery system, the sources told the RFA Lao Service. Drawings must be reduced to one a week, and the winnings of those drawings must be handled in a more transparent manner, the directive stated.

The National Lottery was established in 1994, and is operated by the UK-based Camelot Group. Its prize pool reaches EUR2.4 billion annually and is the largest in Europe. The lottery is a popular form of gambling in the country, with around 1.3 million tickets sold each week. It is not permitted to be played online. The prize fund of the National Lottery is also used for public benefit purposes such as charity, sports and culture. It is one of the most successful lotteries in the world, with a turnover exceeding EUR13.6 billion in the year ending 31 December 2009. It is the second largest operator in the European Union after the state-owned Spanish Loterias y Apuestas del Estado.
