The directive also called for a crackdown on informal football lotteries and on lottery chances sold via short messaging services.

A caller to RFA’s Lao Service who requested anonymity told the news program that private business interests have a stake in the national lottery and are responsible for its operations. The caller said that these businesses pay the government an annual fee in exchange for running the lottery, and that it is unclear whether this money goes to public spending or to other private business interests. The lottery is also not open to public inspection, he added.
