For example, the number 509 appeared only as a 5 on ticket purchases throughout the day of Oct. 14’s drawing, after large numbers of buyers sought to choose this number because it is associated with buffalo, a symbol of good luck in the culture of the Lao people.
The sources also said that the business interests responsible for operating the national lottery do not disclose how much they pay to the government every year in order to run the program. They said the businesses have connections to Lao ruling elites. They also do not show the public how the money is used or if they have any other responsibilities in relation to the operation of the lottery.
