He will look at the evolution of the game and the way the state rationalized its operation as an economic activity coherent with socialist goals.
The first recorded sign of a lottery dates back to the Chinese Han dynasty, when keno slips were used to finance construction projects such as the Great Wall. In the years that followed, manufacturing boomed and average incomes skyrocketed across Asia, enabling new classes to spend freely on entertainment – including gambling.
The official state-run Vietnam Lottery Company, or Vietlott, came into existence at the nascent cusp of this economic boom. Though the country remains cautious in its approach to gambling activities, its move towards modernization of lottery operations and introduction of an online component suggests a controlled opening of the market, with strict regulatory oversight. The company has also launched a mobile application to bring the national lottery to the fingertips of more Vietnamese citizens. The app allows users to choose numbers and watch live draws on their phones. It also offers a range of promotions to entice players and encourage responsible play.
