Lotteries are gambling games where participants have a chance to win prizes. Prizes may be money or goods. They are often played in public. Currently, the Canadian government operates four nationwide lotteries: Lotto 6/49, Lotto Max (which replaced the Lotto Super 7 in September 2009), Daily Grand, and Millionaire Life. These are administered by the Interprovincial Lottery Corporation, which is a consortium of five regional lottery commissions owned by the provincial and territorial governments: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, and Newfoundland and Labrador), Loto-Quebec (Quebec), Ontario Lottery and Gaming Corporation (Ontario), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, and Manitoba).

The Laotian lottery is controlled by a group of private business interests that include members of the ruling elite, RFA’s source in the capital, Vientiane, told us. The company that runs the lottery is a sister company of a state-owned bank. Its chairman is a close relative of Prime Minister Thongsing and former president Khamtay Siphandone. Several people have complained that the lottery’s drawings are not fair or impartial.

The company also does not disclose how much it pays to the government annually for the right to manage the national lottery, and its employees do not undergo any background checks or have access to the information that is given to them. The company also makes no attempt to verify the accuracy of the results of the draws, and the winning numbers are not verified by independent parties.
