Playing the Lottery Online in Laos

In many parts of the world lottery games are regulated by government authorities. In the United States, for example, large portions of state lottery revenue are used to fund public education systems. In the UK, meanwhile, lottery profits are split between the state and the national government. In some countries, lottery tickets are sold through official websites. In other countries, they are sold through private companies. Some of these sites offer instant-win games. These are often supplemented by advertisements. Some even charge premiums on top of base lottery prices. GTech Corporation, based in West Greenwich, Rhode Island, administers about 70% of worldwide online lottery business, according to its website.

In Laos, however, concerns about the integrity of the lottery are growing. Some players have complained that the numbering system is not fair and that lottery officials manipulate the numbers. For example, one player said that his lucky number, 09, disappeared from his ticket when the clerk punched it in. The lottery company has denied these allegations. But it has not said whether the numbers were manipulated or whether it will show live drawings of the winning numbers on its website. Ounkeo Souksavanh reported and interpreted this story for RFA’s Lao Service.

Lottery is a popular form of gambling in most countries. Some governments regulate the industry while others delegate the responsibility for running it to private enterprises. In the United States, for example, the state-controlled Illinois State Lottery is the largest lottery operator. It operates more than 100 retail outlets and distributes more than $3 billion in prizes each year. The state also runs a nationwide radio and television advertising campaign to promote the lottery.

The earliest known lottery was created in the 16th century by King Francis I of France. It was intended to raise money for the war against the Spanish Armada. The French government prohibited lotteries for two centuries, but they reappeared in the 17th century as “public” lotteries for the Paris municipality and as private ones for religious orders.

Today, Canada has four nationwide lotteries operated by the Interprovincial Lottery Corporation, a consortium of five regional lottery commissions: Atlantic Lottery Corporation (New Brunswick, Nova Scotia, Prince Edward Island, Newfoundland and Labrador), Ontario Lottery and Gaming Corporation (Ontario), Quebecor (Quebec), and Western Canada Lottery Corporation (Manitoba, Saskatchewan, Alberta, Northwest Territories, Yukon).
