These interests pay the government for the rights to manage the lottery, but it is unclear how much of the proceeds are actually paid out in prizes. The lottery is frequently rigged, with winning numbers mysteriously appearing or disappearing from purchased tickets during drawings. For example, on Oct. 14 this year, the winning number 509 appeared only as a 5 on tickets sold throughout the day of the drawing, a resident of the capital Vientiane told RFA’s Lao Service.

However, these online games are illegal in most jurisdictions, and they are generally categorized as a violation of copyright laws. Moreover, they are not subject to the same level of regulatory oversight as the official lotteries. Despite this, there are still some websites that offer these services, charging premiums over base lottery prices.
