This talk will explore what I learned about the lottery in Laos while conducting ethnographic research there from 2013-2016. I will trace the political, economic and moral history of lotteries in the country since 1975. I will explain how the communist government rationalized the system as an economic activity consistent with socialist goals, and I will discuss the mechanics of lotteries as they are carried out on the ground.
Laos has a public lottery called Xay Fai (pronounced shoe-fah), which was established in 1994. The lottery’s top prize/jackpot is currently a maximum of 30 million kip ($1,300,000). The winner is paid out over the course of 30 years. In 2017, the jackpot hit a record $1.3 billion dollars. The winner, Cheng Saephan, a 47-year-old immigrant from the Iu Mien ethnic group in Portland, Oregon, said he would give half of the money to his wife, Duanpen, and the other half to his friend Laiza Chao.
