Unlike traditional lotteries, which are controlled by the state, modern lotteries are usually run by private corporations that buy the rights to print tickets and oversee the distribution of winnings. The lottery company receives a percentage of each ticket sold. This percentage is generally less than the cost of producing and distributing each lottery ticket, making it possible for the company to profit from its investment without having to pay out large sums in prizes.

Some critics of the lottery system allege that private business interests in Laos are rigging the drawings to avoid paying out large sums in prizes. One such incident occurred on Oct. 14 this year, when the winning number 509 disappeared from purchased tickets. The number reappeared only 10 minutes before the drawing. RFA’s Ounkeo Souksavanh reports from Vientiane.

Gambling is illegal in Laos, but there are several Special Economic Zones where it is allowed. However, most of these casinos will not accept players from Laos. Luckily, there are numerous offshore online casinos that will allow players from Laos to play their favorite casino games.
