This talk will examine the political, economic, and moral contexts of lotteries in Laos since 1975, when they first came into operation. It will also explore the mechanics of the lottery system, including the emergence of state enterprises, and what the lottery means for people on the ground.

This talk will be based on ethnographic research conducted in Luang Prabang while I was doing field work from 2013 to 2016. I have interviewed dozens of lottery players and studied lottery drawings and results. Using an anthropological framework, I will discuss how the government rationalized the lottery as an economic activity that is coherent with socialist goals. I will also show how the lottery has become a tool for the ruling party to control people’s money and impose moral values on them.
