In one case, the number 509 on a drawing held Oct. 14 this year only appeared as 5 on the ticket after large numbers of tickets had been sold including that number, a resident of Vientiane told RFA’s Lao Service.

Lottery officials are also accused of rigging the system, with state employees buying their own tickets and selling them at discounted rates to other participants. The practice is causing revenue to fall and is not in the interest of the lottery, state deputy finance minister Sila Viengkeo said. The state should resume control of the lottery, he added.

For many Vietnamese people, selling lottery tickets is their only source of income. The country’s social security systems are not yet capable of supporting their needs, and so the less fortunate opt to sell tickets rather than engage in the socially detested act of begging. On good days, Huong, a single mother from Saigon, can make 230 000 VN-Dong per day or about 10 US-Dollars. Her husband Manh accompanies her on her 16-hour shifts. On bad days, they make only 180 tickets.
